Very nice early 1900's Victorian decorative powder room hardware.  I believe it is nickel plated brass, it is not magnetic.
The bottom of the wall bracket is  marked Wilwear Quality.
Quality piece around 100 years old.
As found condition, have not attempted to clean up.
